County Board & Property Owner Public Hearings

P.I.N. 06-12-200-001  Jennifer Tomkins, part owner of 17596 Buzzell Road in Sycamore Township, would like to operate a bed and breakfast from the property.  However, the DeKalb County Zoning Ordinance does not allow this type of business in  the A-1, Agricultural District, which is the zoning of that property.  In order to allow the B&B, a change must be made to the Zoning Ordinance to include such a business as a “Special Use” in that District, and a Special Use Permit must be granted to the property owner.  Before the Zoning Ordinance can be amended and a Special Use Permit granted by the DeKalb County Board, a public hearing must be held before the DeKalb County Zoning Hearing Officer.

 

Jennifer Tomkins is requesting a Zoning Text Amendment to add “bed and breakfast” to the list of Special Uses under the A-1, Agricultural District, and a Special Use Permit to allow a B&B to operate from the property at 17596 Buzzell Road in reliance on that Text Amendment.  A public hearing will be held before the DeKalb County Hearing Officer on Thursday, February 25, 2010, at 1:00 p.m. in  the DeKalb County Administration Building, East Conference Room, south entrance, 110 E. Sycamore Street, Sycamore, IL, 60178.  All interested persons are encouraged to attend and be heard, as this will be the only opportunity for public input on this proposal.  The Special Use Permit application, SY-10-02, is available for inspection at the DeKalb County Planning Department, 110 E. Sycamore Street, Sycamore, IL, (815) 895-7188. 

 


Waste Management of Illinois, Inc., a Delaware corporation, whose address is 720 East Butterfield Road, Lombard, Illinois 60148 filed an application on November 30, 2009 requesting local siting approval for an expansion of the existing DeKalb County Landfill, which is located at 18370 Somonauk Road, DeKalb County, Illinois ("Application").
 

 

The public hearing will be held at Kishwaukee College, 21193 Malta Road, Malta, IL 60150 in the Jenkins Auditorium beginning at 9:00 a.m. on March 1, 2010.  The public hearing will be conducted by the DeKalb County Pollution Control Facility Committee ("Committee") and will be conducted pursuant to applicable provisions of law, including the Illinois Environmental Protection Act, 415 ILCS 5/39.2, as amended, the Illinois Open Meetings Act, 5 ILCS 120/1 et seq., DeKalb County Pollution Control Facility Siting Ordinance, Ordinance No. 2007-12, September 19, 2007, and Articles of Rules and Procedures, Resolution R2007-65, September 19, 2007 and August 19, 2009. The hearing may be continued from time to time for the purpose of receiving all relevant evidence. Parties wishing to testify or cross-examine witnesses at hearing must register with the County Clerk at least seven days before the hearing begins, or by the close of business on February 22, 2010. Members of the public wishing to speak during the public comment time of the public hearing are not subject to the pre-registration requirement, but the hearing officer may set rules and designate specific times for oral public comment during the hearing
.

 

The Application is on file and available for public inspection in the Office of the DeKalb County Clerk, 110 East Sycamore, Sycamore, Illinois and the Office of the DeKalb County Board ("County Board"), 200 North Main Street, Sycamore, Illinois. Copies of the Application may be obtained from the Office of the County Clerk or the County Board upon payment of the actual cost of reproduction and proper request as outlined in the Freedom of Information Act, 5 ILCS 140/1 et seq. Any person may file a written comment with the County Board concerning the appropriateness of the proposed facility for its intended purpose. In making its final determination whether to approve the Application, the County Board shall consider any such comment received or postmarked after the date the County Board received the application and not later than thirty (30) days after the date of the last public hearing thereon. Said written comments must be sent or delivered to the Office of the DeKalb County Board, 200 North Main Street, Sycamore, Illinois 60178. Such comments shall become a part of the record of the proceedings of the Committee.

 


P.I.N. 19-13-200-005  Dustin Hanson is proposing to operate a landscaping business on property located at 3772 East Sandwich Road in Sandwich Township.  However, the property is zoned A-1, Agricultural District, and a landscaping business is a Special Use in that District.  In order for the business to be allowed on the property, a Special Use Permit must be granted by the DeKalb County Board.  Before the DeKalb County Board can grant a Special Use Permit, a public hearing must be held before the DeKalb County Hearing Officer.

 

Dustin Hanson has requested approval of such a Special Use Permit for a landscaping business at 3772 East Sandwich Road.  A public hearing will be held before the DeKalb County Hearing Officer on Thursday, March 4, 2010, at 1:00 p.m. in  the DeKalb County Administration Building, East Conference Room, south entrance, 110 E. Sycamore Street, Sycamore, IL, 60178.  Because this will be the only opportunity for public input on this application, all interested persons are encouraged to attend and be heard.  The Special Use Permit petition, SA-10-3, is available for inspection at the DeKalb County Planning Department, 110 E. Sycamore Street, Sycamore, IL, (815) 895-7188.
